Group of councillors write to CS

ITANAGAR, Jun 1: While referring to  the judgment of  Gauhati High Court, Itanagar permanent bench issued on WP (C) 215 (AP) 2015 dated May 28 last, four councillors of Itanagar Municipal Council (IMC)  have sought the intervention of Chief Secretary for conduction of no-confidence motion afresh “as per the liberty given by the HC.”

In a representation to the Chief Secretary, the four councillors said that sanitation work of the Capital city is in total mess due to delay in holding of no-confidence motion.  They further threatened to launch democratic movement if the no-confidence motion is not conducted at the earliest.

 

BJP contributes to PM’s relief fund

ITANAGAR, Jun 01: The Mahila Morcha of Bharatiya Janata Party, Arunachal Pradesh unit has contributed towards the Prime Minister’s National Relief Fund for the victims of the recent earthquakes in Nepal.

The Mahila Morcha expressed gratitude to all those who contributed voluntarily in aid of those hapless people who have lost everything in the devastating earthquake.

 

Tawang for Nepal

ITANAGAR, Jun 01: Tawang for Nepal is a mission initiated by some youths of Tawang, Arunachal Pradesh to provide a helping hand to the victims of Nepal earthquake. This is an endeavour of The Humanity Group and EPS Greenheads with support from Ani Tenzin Tsomo la, Northeast Today, Social Service Secy. AAPSU and ATDSU.

It was April 26, 2015 when the youths gathered at Tawang and thought of doing something for the earthquake-ravaged Nepal.

“We first thought of a Candle March in memory of the victims. But, later we started collecting donations for them at Tawang Old market camp from April 29 to May 3. We also collected donations through door to door campaigns. The lovely people of Tawang heartily contribute for the noble cause, said a team member”.

On May 19, 2015 the team had left for Nepal and the team reached Siliguri on May 22. The team was accompanied by the Editor-in-Chief of Northeast Today. “We were saddened when denied free entrance by Nepal Govt. officials at the Indo-Nepal border and finally after spending two days in our car, we reached Kathmandu, the capital of Nepal and also by making a payment of Rs. 840 per day for two cars” said a member.

In Kathmandu, the team was well received by Ani Tenzin Tsomo la, a very kind nun who gave them shelter in her home.

“On May 28, we walked on foot for Thamigaon for 5-6 hours, where we witnessed the quake-devastated houses. We were the first relief team to reach the village. We distributed rations and study materials to the villages, which helped about 268 households and 200 children of the Doramba Circle,” said a member.

The team, besides the rations and study material’s distribution also gave tips on Do’s and Don’ts of during and after an earthquake and cleanliness. The team’s student leaders Tsangpa Tashi and Urgen Dorjee gave importance on education to the village children and requested the villagers to send the children to school at any cost.

“We are emotionally touched and felt very proud to help out the children. We thank Avas Foundation, Gorkha Youths of Guwahati and all other generous donors for their support for the noble cause”, said Jambey Dondu, President EPS Greenheads.

The team will visit more villages with their mission “Tawang for Nepal” to build shelters (made from CGI sheets, GI wires, pipes and rods) for the victims.

 

Vocational training on landscape gardening

PASIGHAT, Jun 01: A three-month long vocational training on Landscape Gardening for school drop outs organised by the department of Floriculture, College of Horticulture and Forestry, Central Agricultural University, concluded here successfully today. Altogether 10 youths from different parts of  the state took part in the training programme. The main objective of training was to provide knowledge regarding the practical aspects of ornamental gardening and landscaping.

Addressing the valedictory function Dr A N Maurya, Ex-Director, Institute of Agricultural Sciences, BHU, Varanasi, has highlighted the importance and demand of skilled gardeners in public and private establishments. He also distributed the certificates and gardening kit to trainees.

Speaking on the occasion Dr A K Pandey, Dean, CHF, Pasighat hoped that the trainees after gaining the knowledge on landscape gardening will encourage the aesthetic sense in the society.

Earlier, Krishna S Tomar, training course director has presented the overview of the training programme. Many other resource persons were present on the occasion.

APPRCEA seeks release of monthly honorarium

ITANAGAR, June 1: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has demanded immediate release of the monthly honorarium which is pending since April last year.

In its memorandum submitted to the chief minister, it also sought extension of job from 13th finance commission to 14th finance commission and enhancement of pay.

 

Union writes to minister

ITANAGAR, June 1: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) has demanded DPC to regularize various drivers, computer operators, labourers, fitters and chowkidars on seniority basis.

The union also sought creation of various posts and labourer barrack in Itanagar and Naharlagun.

 

Forum demands compensation

ITANAGAR, June 1: The ltanagar to Jote Highway Land Affected Peoples’ Forum of Jote-Poma Area (IJHLAPFJPA) has demanded that they be paid compensation for their land before execution of the project.

Seva Dal flays Modi Govt. for increasing service tax

The Government in February increased service tax to 14 percent from 12.36 percent.

PKPV conducts training camp

AALO, June 01: The Prakalp Karya Karta Prasikshan Varg (PKPV) has conducted three days training for health workers, Balwadi School Workers on library maintenance and games and sports from May 28 to 30 last.

MLA, APSACS mourn death of energetic youth

ITANAGAR, Jun 01: Liromoba MLA cum Chairman of Arunachal Pradesh Building and Others Construction Workers Welfare Board,Nyamar Karbak has deeply mourned the sudden demise of Lenin Tungi Vice Chairman of Vivekananda Yuva Shakti.

In a condolence message to the bereaved family, Karbak expressed deep shock over death of Late Lenin. “I am deeply saddened by the news, his death is not only loss to family and the community but to the entire state”, said Liromoba MLA. Karbak also said that late Lenin’s service to the society by donating blood had saved many precious lives and will be fondly remembered.

Meanwhile, the officials and staff of Arunachal Pradesh State Aids Control Society (APSACS) expressed condolence over the sudden demise of Vivekananda Yuva Shakti Vice Chairman Lenin Tungi.

Lenin along with his team from Vivekananda Yuva Shakti saved many dying patients by arranging blood for them. Not only he motivated his friends and relatives to become voluntary blood donors but also motivated the other youths to join this movement. Under his active initiative the Yuva Shaktis conducted a number of blood donation camps and blood donation sensitization programmes in and around Capital Complex. Through his noble effort many dying patients got a new lease of life, informed APSACS Project Director Dr. Riken Rina.

APSACS Deputy Director (BTS) Dr. Nabam Budh while recalling his association with Lenin, who always sought his guidance to help the hapless people hoped the noble works initiated by Lenin and his team will inspire other youths to follow this noble path.

The APSACS family conveyed deep sense of condolence to the bereaved family members of Lenin and prayed for eternal peace of the departed soul.

Govt. encouraging land encroachers

ITANAGAR, Jun 1: Due to the rampant encroachment of government land in the Capital Complex there is serious threat to the future developmental plans. The absence of govt. land might make it extremely difficult for the authorities to carry out developmental activities like construction of drains, widening of roads (sector/national highway), etc.

As per the data available with this daily, more than 800 cases of land encroachment of govt. quarter (from general pool quarter along with individual departments) has been reported with the office of chief estate officer, Capital Complex. This is followed by sector road-1116 and national highway 337 cases.

From sector roads, colony dustbins and all sorts of quarters (bachelor barracks to type-V) have been encroached by government servants (mostly occupants) and in some cases by public. The encroachers include sitting MLAs/former MLAs, retired and still in service engineers, doctors, bureaucrats (secretaries/directors) and officials of different government departments as well as the public.

The highest number of encroachment cases has been reported from C-Sector, Itanagar followed by P-Sector, Vivek Vihar, E-Sector, ESS-Sector and H-Sector. Not a single sector or colony has been left untouched.

In Naharlagun maximum number of encroachments have been reported from Polo Colony which is closely followed by D-Sector, E-Sector, G-Extension and Barapani. In Nirjuli, D-Sector has the highest number of encroachment cases.

The role of state government in fighting against illegal encroachment is dubious. In June 2012, the government of Arunachal Pradesh decided to start the process of regularisation of government land occupied by private individuals, state and central government establishments in Capital Complex and also in all districts of the state with immediate effect. A cabinet notification issued on 8th June, 2012 by Joint Secretary (Cabinet), directed land management department to initiate and examine regularisation process after proper survey and verification as per existing Acts and Rules. The decision was strongly opposed by student unions as well as other civil society groups. Under immense pressure the state government then put the decision on hold. However many believe that the move further encouraged the land encroachers in the Capital Complex. Further bowing down to the pressure of the land encroachers, most of whom are very powerful people, in a surprising move in March 2014, the state cabinet took the decision in principle to regularise the encroachment in Capital Complex. However the implementation of the decision was subject to approval by finance as well as law department.

When contacted, the law department officials informed that they cleared the file for further action. “As this was not a legal matter, we just vetted and cleared it long time ago. It is government’s policy decision and we have nothing to say”, told joint secretary judicial and law.  According to sources, the process of regularisation has been put in motion.

However the government did take one important measure to somehow check the rampant encroachment. Based on the report prepared by Chief Estate Officer (CEO) Talo Potom, Chief Secretary Ramesh Negi in an order issued on August last year directed all the stake holders of government quarters within the Capital region to obtain No Objection Certificate (NOC) from the CEO and the allotting authorities of their respective jurisdiction. This order was passed following the report submitted by CEO wherein details of how govt. quarter allottees in connivance with allotting authorities are encroaching govt. land were presented.

The order had the desired effect and encroachers have been forced to destroy the illegal structure to avail promotion and retirement benefits. But unfortunately the Confederation of Service Association of Arunachal Pradesh (CoSAAP) is demanding for withdrawal of this NOC system in promotion and retirement case.

 

 

Upset Civil Service Officers protest assault, demand Govt. action

ITANAGAR, Jun 1: The brutal assault on Liyi Bagra town magistrate Aalo allegedly by seven IRBN personnel on May 25, 2015, has sparked a massive protest among the state civil service officers across the state demanding immediate termination of the erring personnel involved in the attack and to book them under appropriate sections of law.

The civil service officers under the aegis of Arunachal Pradesh Civil Service Officers Association (APCSOA) today observed pen-down strike in their respective offices as a mark of protest against the attack on Bagra across the state. The pen-down strike reportedly was effect at all the district headquarters, sub-division, and circles and SDO level from Tawang to Tezu. Agitated civil service officers had attended their office with black arm band and badges as symbol of protest and abstained from official works such as signature on government transactions from 9am to 5pm.

“We have adopted the most intellectual way of protest, even if the authority fails to address our demands, we will take mass casual leave on our next move”, said a member of APCSOA.

Condemning the incident outrageous, APCSOA stated that APCS officers are being made scapegoat and battered while on duty and many are subjected to risk their own lives while on public duty. The civil service association also expressed anguish over the service condition of APCS officers claiming it is demoralising and did not revamp with changing time. It also added it is a harsh reality that the state highest civil service job is failing to attract the young talents, claiming that its service condition is utterly discouraging. The association also demanded for implementation of the Bagra Committee Report in toto in consultation with the civil service officers association.

At Aalo: The Arunachal Pradesh Civil Services Officers Association, West Siang Unit observed one day pen down strike today as token protest against the criminal assault on Town Magistrate, Liyi Bagra by IRBN personnel. All administrative works came to a standstill as all APCS officers, wearing black badges did not work protesting against the unruly behaviour of the policemen. They have demanded immediate legal action and termination of services of the perpetrators of the unwanted incident.

The ugly incident has also been condemned by all Govt. servants and all sections of people of Aalo Township as the Town Magistrate was on a noble duty to contain all unwanted activities in the Aalo town during night time. Nothing can be uglier and insensible than to assault a magistrate on duty and grievously injuring fellow policemen on duty by the erring IRBN personnel, who too were requisitioned to maintain law and order, said a report.

 

 

Lummer Dai’s birth anniversary celebrated

ITANAGAR, Jun 1: Arunachal Pradesh Literary Society (APLS) today celebrated the 76th birth anniversary of Late Lummer Dai, the doyen of journalism in Arunachal Pradesh and also noted novelist, with various creative programmes including essay writing competition amongst school children.

The celebration started with offering of floral tributes to the Lummer Dai's Samadhi-Sthal, in his Naharlagun's Prem Nagar residential area this morning by the members of APLS, Naharlagun Kristi Kendra, family and friends.   

Speaking on the occasion, APLS general secretary  Tokong Pertin described Lummer Dai as one who emancipated women through his writing like Koniyar Mulya (Bride Price). His writing also reflects his love for animals like ‘Mon Aru Mon’. He also acted as bridge between Assam and Arunachal thus infusing communal harmony and love amongst the people of two states, Pertin added.

Batem Pertin, Director Research, while describing Dai as the pioneer and first generation writers of Arunachal Pradesh, emphasised on the need to translate his works into Hindi and English so that the young generations may come to know about his works.

President, Naharlagun Kristi Kendra, Rameswar Deka also spoke on the occasion. He  stressed on the need to make Dai’s work more popular amongst the young generation of Arunachal Pradesh through translation work.

Stating that Dai’s literary contributions towards Arunachal and Assam cannot be forgotten, Deka said Dai acted as a cementing factor between the two states by his writings. He also spoke on Dai’s contributions as a pioneer journalist of the state.

Meanwhile, the essay competitions (in two categories) for school children were conducted at JN State Museum, Itanagar. The theme for junior group of students (class VI to VIII) was “Itanagar the capital of Arunachal Pradesh or My favourite writer and for senior group (class IX to XII), the topic was “Economic Potentialities of Arunachal Pradesh or Lummer Dai as a Pioneer Writer of Arunachal Pradesh.”  Results of the essay writing contest will be declared in the next APLS meeting.

Lummer Dai's birth anniversary was also celebrated at his Siluk village near Pasighat in East Siang district for the first time in a grand way.

 

 

Rains affecting farmers, MMJ road works

PASIGHAT, Jun 1: Early monsoon rain in Siang valley and adjoining areas is causing great problem to the farming community in harvesting crops besides damaging rural roads creating communication problem.

Incessant rain for the last one month caused water clogging in several places in Pasighat and Ruksin town causing problem for both pedestrians and motorists.

Heavy and incessant rain has also affected ongoing RCC road construction work at Pasighat town and renovation of the vital 14 km Mirem-Mikong-Jonai (renamed as MMR) road in Pasighat West area. The contractors concerned have decided to stop the on-going repairing work of the road portion between Niglok and Mikong villages due to the rains.

According to information available, Rs. 1.50 crore funded under SPA has been released for renovation and carpeting of the road which was lying unrepaired for the last two decades drawing public ire.

 

 

Fighting Fire with Fire

The true colour of AFSPA is beginning to gradually show in Arunachal. Two gaonburas in Changlang were among those arrested for reasons still uncertain to the public but certain to the military - for supposedly  supporting certain insurgent groups. The two old men will have certainly received a good thrashing - as is always the case. The Arunachal Times reports (May 21, 2015) that the common people alleged that they were unnecessarily harassed during the arrest of the gaonburas. Liyi Bagra (EAC) Aalo was brutally assaulted by the IRBN on 25 May. The roadside frisking by the paramilitary has become far more intense than before. One Tana Tamar (a B.Sc.) student was supposedly thrashed by the police for not being able to produce vehicle documents asked by them. Sadly, the enthusiastic debate/demand for the repeal of the Act by various organisations seems to be slowly waning. The Joint Action Committee which had been proactively fighting for the repeal of the Act has, in its last meeting with the authorities, seems to have also delimited its demand only to the revocation of the Arunachal Pradesh Unlawful Activities (Prevention) Act 2014. No mention of AFSPA was made in any mode of the public domain even if the intent might have been there.

Assam must be having the last laugh. The insurgents/hooligans of Assam can atleast come till the Assam-Arunachal boundary. Assam has, in principle, been given the clean chit as the lesser evil of the two trouble makers (people residing on opposite sides of the border areas of the two states). Else the imposition of the AFSPA should have been on the Assam side of the border since Arunachal has no history of home-grown insurgents and the Arunachalees living in the areas of contention can have some peace and security. It may be noted that in a recent press statement, the People’s Party of Arunachal (PPA) has requested the governments of Assam and Arunachal to urgently look into the matter of harassment of vehicles bearing Arunachal state registration numbers and extortion of money for even a petty issue like wearing of chappals by drivers by Assam police.    

Are we looking at a future where the people of India will be divided into two groups; terrorists and peace keepers? All those supporting one or the other will be bracketed into either of the two categories. Defence Minister, Manohar Parrikar on 21 May reportedly said, “We have to neutralise terrorists through terrorists only. Why can’t we do it? We should do it.  Why does my soldiers have to do it?... kaante se kaanta nikalta hai (you remove a thorn with the help of a thorn),” Parrikar said adding that terrorists in Jammu and Kashmir were being paid monthly salaries ranging from Rs. 10,000-Rs.15,000 (Hindustan Times, New Delhi, May 22,2015). Parrikar also spoke of the tactic of “turning” terrorists and getting them to betray their comrades.

Policy observers will surely know that this idea of Parrikar’s is not new. In Kashmir, a cadre of “counter-militants” or Ikhwanis to fight the insurgents in the 1990s was created. However, the experiment failed miserably as it became impossible for the civilian/Army authorities to exercise control over the counter-militants. Subsequently, many of them began to break-up into issue or charisma based small degenerated gangsters/insurgents and finally finding better refuge across the border. Similarly, in Nagaland, when a positive response for some form of agreement in the 1960s was brokered (through such documents like the 16-Point Agreement), why did the Indian government, instead of negotiating with Mr. A.Z. Phizo, leader of the NNC and making him an integral part of the talks since he was the one spearheading the movement since its inception push him out insolently and court with the Naga People’s Convention (NPC) – a non-entity to sign the infamous agreement. That was the beginning of Naga disintegration with the country’s top intelligence agencies supporting the creation of other insurgent groups by pumping in money so that one Naga group could go on fighting with the other till both are eliminated. The ceasefire agreement currently in vogue (for the last 18 years or so) is yet another farce with the NSCN(K) jumping in and out of the agreement (all seemingly waiting for Muivah and Isaac to die) thinking this will resolve the Naga conundrum once and for all. Unfortunately for those who had thought and worked hard for such an outcome are a very disappointed lot with the NSCN(K) splitting into factions and the escalation in the number of smaller groups like the NSCN(U), ZUF and such others.

A big round of applause ought to be accorded to Manik Sarkar’s government. With still home-grown insurgents active, the state was able to repeal the Act. It shows the maturity of the authorities who despite having almost the same problems as other states of the Northeast has been able to confidently proclaim to the Centre that it can take care of its own backyards. Statistics showing the numbers of casualties due to insurgency/terrorism are often more of academic/policy-making persuasions. Ultimately, it is the will and sincere political intent to secure security for the people that should guide policy-making in a subject as sensitive as the AFSPA. Hopefully this Act, unlike MISA, TADA and POTA in the past will not be just political tools for petty and vested interests particularly in areas where it has just recently been enforced.

Interestingly, the imposition of the AFSPA in Arunachal - a significantly geostrategic region of the country - has ruffled the feathers of not only ‘concerned’ Indian citizens of the Northeast but also neighbouring countries who are apprehensive of any issues concerning the military. Significantly, after quite a long lull about the Indo-China border issue it has been raked up by the Chinese foreign ministry spokesperson Hua Chunying on 25 May reaffirming Beijing’s claim on Arunachal which they treat as a part of “Southern Tibet”. “The Chinese government does not recognise the Mc Mahon line which is illegal”, Hua had said while reacting to national security advisor Ajit Doval’s remarks at K. F. Rustamji lecture in New Delhi (Outlook, 26 May 2015). Parrikar’s statement of “terrorists versus terrorists” has also not gone well with Pakistan. Pakistan has reacted strongly saying that “the comments cemented its fears about India’s alleged involvement in terror’. “This statement only confirms Pakistan’s apprehensions about India’s involvement in terrorism in Pakistan,” said Sartaj Aziz, the adviser to Prime Minister Nawaz Sharif on National Security and Foreign Affairs.

AFSPA may have its own rationale. But the ‘rules of engagement’ have changed over the years. Outdated laws must be replaced and new laws must reflect not only local, national and international sentiments. No one fights fire with fire. Toilets in every school under SVA

ITANAGAR, Jun 1: Secretary (Education) Marnya Ete instructed all district education authorities to take Swachh Vidyalaya Abhiyan on priority and ensure early construction of toilets under the mission in every school.

Attending an orientation workshop cum meeting to review construction of separate toilets for boys and girls in schools under SVA at SIRD conference hall here on Saturday, the Education Secretary cautioned all the DDSEs, JEs and civil work coordinators to perform with seriousness.

Strict monitoring and supervision of works should be carried out regularly involving respective Deputy Commissioners and other departments, Eta said. He urged the Deputy Commissioners and DDSEs not to make payment of bills unless the constructions are completed with proper water connection.

Informing that May 15, 2015 was set for completion of all the allotted toilets, SSA State Project Director Opak Gao suggested all the DDSEs to maintain separate account books and registers. He emphatically urged all the DDSEs to repair all the toilets which were constructed earlier but are in bad shape.

Nodal Officer cum SVA Programme Coordinator M. Kamki highlighted and urged all the district education administrators to follow the guidelines issued by the Ministry of Human Resource Development and SSA Rajya Mission for effective implementation of the programme.

He presented the progress report and status of construction of toilets under SVA in all the districts.

DDSEs, District Project Coordinators (DPCs), Block Education Officers (BEOs) cum BRCCs and Junior Engineers (JEs) of SSA, Zila Mission attended the meeting.

Minister calls for coordinated efforts

ITANAGAR, June 1: PHED and Water Supply Minister Takam Pario has called for coordinated efforts for overall development of newly created Kra Daadi district. He was addressing the district co-ordination meeting on various issues of the district held at Palin on May 31. He said one need to think and plan effectively for making the district a model one.

Giving stress on road connectivity the Minister said road connectivity is the basic requirement through which all other developmental works can be carried out. He also advised the Panchayat leaders that there should not be any duplicacy of work.

The minister informed that from this academic session, Commerce Stream would also start functioning in Government Higher Secondary School, Palin. Two Secondary Schools, namely, Tarak Langdi and Pania under Kra Daadi would be upgraded to Higher Secondary Schools, he added. He further announced Rs one lakh reward for those who will raise one thousand local chicken in the area in a bid to encourage local entrepreneurship.

While giving emphasis on sanitation, the Minister directed the concerned department to construct toilets, bathrooms at needy areas like Yapap, Palin and Meer on priority basis.

Speaking on the occasion, Parliamentary Secretary, Food and Civil Supplies and Consumer Affairs, Markio Tado urged upon the officers to start their official work adding that maintenance fund would also be placed for various establishment. However, he stressed that the permanent structures for the offices should be constructed at Jamin only which is Govt. notified district headquarter of Kra Daadi. Informing that master plan of Jamin will complete soon, he asked all local Govt staffs of Palin to vacate their quarters to accommodate Govt. staffs who are posted from other districts. Regarding accommodation of officers and staffs and management of offices, Deputy Commissioner Habung  Donyi,  who presided over the meeting, suggested that the present Palin CHC which is located in proximity to the DC office should be shifted to the 50 bedded Hospital, Palin thereby paving way for other offices to be established at the vacated CHC.

The DC further informed the house that the Biometric Enrollment for Aadhar Card for the new district is going to be launched soon. He requested all the public of the district to get enrolled their names. He further said no advance work should be carried out without sanction/work order from the competent authority. The DC also gave stress on maintaining ecology while taking up large scale cardamom in Palin area.

Earlier, the Circle Officer Takar Rava, Palin in-charge DDMO discussed in details about the relief and disaster management, while District Planning Officer, Joram Anu explained in details about the NITI Aayog and requested all the HODs to submit separately the Five Years Perspective Plan and Vision Documents 2030. CM condole death of Nabam Tab and Mudang Laling

ITANAGAR, June 1: Chief Minister Nabam Tuki accompanied by State Legislative Assembly Speaker Nabam Rebia paid their last respects to Late Nabam Tab, an eminent social worker and a former member of Panchayati Raj Institution, who expired at the age of 95 on Saturday last at Ompuli near here yesterday.

Late Tab relentlessly worked towards promotion of agriculture and horticulture in Sagalee area. A prominent and respectable senior citizen of the area, Late Tab encouraged many to take agriculture and allied activities for livelihood and self sustenance. He was also an active social worker apart from serving as Panchayat leader for some time.

Paying rich tributes to the departed soul at Ompuli yesterday, CM condoled the sad demise of Late Tab and wished his soul to rest in peace. He extended solidarity to the bereaved family members.

Meanwhile, Tuki has also expressed his deep sense of condolence on the sad and premature demise of Late Mudang Laling. On being apprised about the unfortunate incident by APCC President Padi Richo, CM wrote to Late Laling’s eldest son Mudang Tajang.

“Your father Late Mudang Laling was a first generation social reformer, seasoned politician, philosopher and thinker having in-depth knowledge in all aspects of tradition, culture and history of the State. In his demise, we have lost one of the first generation leaders, a social reformer par excellence and a good human being”, the Chief Minister wrote. Apart from holding numerous posts in Local Self Governance and Non Government Organisations, Late Laling was instrumental in movement against societal evils like gambling, tattoo system in Apatani society, (PRO, CM)

 

 

Apang condoles Laling’s demise

ITANAGAR, June 1: Former Chief Minister Gegong Apang has condoled the demise of social worker Late Mudang Laling.

I am greatly shocked and pained to learn the sudden and premature demise of Mudang Laling. He was a great stalwart among the Apatani community. His contribution towards the socio-economic development of his community is well known and shall continue to etch in the fond memory of the community for ever. His sudden demise has left a great vacuum which will be very difficult to fill in, Apang said in his message.

Meanwhile, the Apatani Catholic Society Capital Complex (ACSCC) mourned the sudden demise of eminent reformer and public leader Thomas Mudang Laling, who was also founder member of Morning Star Society, Ziro.

Contribution of Laling in the growth of church in Arunachal Pradesh would always be remembered. The void created by his death can not be filled easily, ACSCC in a condolence message said, and conveyed its heartfelt condolence to the bereaved family to bear the irreparable loss.

Expressing shock over Laling’s untimely demise, Ziro-Hapoli MLA Tage Taki said that an era has truly come to an end in Arunachal Pradesh and Apatani valley in particular with his death.

While recalling his association with Laling, the MLA said on his death, “I have lost mentor, a source of inspiration and a great human being.” His life and deeds will continue to inspire us, Taki said, and hoped he will continue to shower his blessings on all of us to do good for the society from his heavenly abode.

Good move by PM

The hate campaign against minority communities by Sangh Parivar members is matter of great concern for the secular country like India. Ever since BJP government came to power at centre, the members of Parivar have been spitting venom at minority communities. Attacks on minority institutions have been reported from various parts of country. Adding to it, the beef ban controversy has further divided the nation.

The silence of Prime Minister Narendra Modi over the communally sensitive issues has been intriguing. Opposition parties alleged that his silence is embolding the fringe elements. However, Modi today broke his silence over the issue and has sent out clear and unequivocal message about hate speech against minorities. In an interview to a news agency, Modi termed hate speech against minorities as completely unfortunate and uncalled for. Sending tough message to various elements of the Sangh Parivar who have been making incendiary statements about minority communities, PM Modi added that Indian Constitution guarantees religious freedom to every citizen and that is not negotiable. This statement coming from tallest leader of BJP and nations PM will surely have deep impact. Hopefully from now onwards Sangh Parivar will put an end to anti-minority hate campaign and help in creating better atmosphere for the faster development of India.

Complete the road without further delay

Dear Editor,

Through your esteemed daily, I would like to draw the attention of the concerned authority constructing c.c pavement at T.B Hospital Colony, Hapoli towards the hardship being faced by the residents due to delay in its completion.

  Though the road is almost completed, no traffic is allowed yet as cross drainage structures are to be provided at two points. For this purpose, a huge excavation has been made in the middle of the road nearby the T.B hospital.

Consequently, the pedestrians are forced to cross the excavated portion through a very narrow path on its side. And it’s causing a lot of trouble for school going children as well as senior citizens. The possibility of them falling into the ditch by accident resulting in a mishap can’t be ruled out.

Moreover, carrying rations, LPG cylinder etc through this road has become difficult thereby adding to the woes of the public.

Ironically,  it has been more than a week since the road was dug up to provide culverts. Yet,  no construction has been started so far. Instead, it is becoming a breeding ground for mosquitoes with accumulated and stagnating water and causing nuisance in the locality.

Thus, it is my earnest request to the concerned authority to resume the construction work at the earliest and complete the road without further delay.

Disbursing funds

Dear Editor,

Through your esteemed daily paper, I would like to draw the kind attention towards the centrally sponsored schemes funding system of the state.

The funds of the CSS like NRHM,RMSA ,SSA,ATMA etc were directly diverted  to the concern departments of the state. Within 15-20 days, the funds are drafted to concern DDO’s of the respective departments for timely implementation of the schemes.

Depending upon the circumstances the authority submits the UC(utilization certificates) along with the audited reports of Chartered accountants to the concern directorates, further the UC’s are submitted to the centre for next schemes instalment.

But, we know that “rules are made to be broken”.  The present govt has altered the CSS funding system from 2013 onwards. Every funds of CSS of the state should be deposited to the finance department rather than giving it to concern departments. Accordingly, for funds release, the concurrences need to be produced by other departments to sanction the schemes.  This process of schemes implementation hampers early submission of UCs.

Partisan support and biased minds may chant slogans of this achievement or that achievement, but bunch of lies, dishonest rhetoric, hypocrisy, dogmatic values, discriminatory pursuits and moral depravity in conduct of public affairs cannot be taking this country to desired direction of progress.
