MLA, APSACS mourn death of energetic youth
ITANAGAR, Jun 01: Liromoba MLA cum Chairman of Arunachal Pradesh Building and Others Construction Workers Welfare Board,Nyamar Karbak has deeply mourned the sudden demise of Lenin Tungi Vice Chairman of Vivekananda Yuva Shakti.
In a condolence message to the bereaved family, Karbak expressed deep shock over death of Late Lenin. “I am deeply saddened by the news, his death is not only loss to family and the community but to the entire state”, said Liromoba MLA. Karbak also said that late Lenin’s service to the society by donating blood had saved many precious lives and will be fondly remembered.
Meanwhile, the officials and staff of Arunachal Pradesh State Aids Control Society (APSACS) expressed condolence over the sudden demise of Vivekananda Yuva Shakti Vice Chairman Lenin Tungi.
Lenin along with his team from Vivekananda Yuva Shakti saved many dying patients by arranging blood for them. Not only he motivated his friends and relatives to become voluntary blood donors but also motivated the other youths to join this movement. Under his active initiative the Yuva Shaktis conducted a number of blood donation camps and blood donation sensitization programmes in and around Capital Complex. Through his noble effort many dying patients got a new lease of life, informed APSACS Project Director Dr. Riken Rina.
APSACS Deputy Director (BTS) Dr. Nabam Budh while recalling his association with Lenin, who always sought his guidance to help the hapless people hoped the noble works initiated by Lenin and his team will inspire other youths to follow this noble path.

ITANAGAR, Jun 1: Due to the rampant encroachment of government land in the Capital Complex there is serious threat to the future developmental plans. The absence of govt. land might make it extremely difficult for the authorities to carry out developmental activities like construction of drains, widening of roads (sector/national highway), etc.

The role of state government in fighting against illegal encroachment is dubious. In June 2012, the government of Arunachal Pradesh decided to start the process of regularisation of government land occupied by private individuals, state and central government establishments in Capital Complex and also in all districts of the state with immediate effect. A cabinet notification issued on 8th June, 2012 by Joint Secretary (Cabinet), directed land management department to initiate and examine regularisation process after proper survey and verification as per existing Acts and Rules. The decision was strongly opposed by student unions as well as other civil society groups. Under immense pressure the state government then put the decision on hold. However many believe that the move further encouraged the land encroachers in the Capital Complex. Further bowing down to the pressure of the land encroachers, most of whom are very powerful people, in a surprising move in March 2014, the state cabinet took the decision in principle to regularise the encroachment in Capital Complex. However the implementation of the decision was subject to approval by finance as well as law department.
When contacted, the law department officials informed that they cleared the file for further action. “As this was not a legal matter, we just vetted and cleared it long time ago. It is government’s policy decision and we have nothing to say”, told joint secretary judicial and law. According to sources, the process of regularisation has been put in motion.
However the government did take one important measure to somehow check the rampant encroachment. Based on the report prepared by Chief Estate Officer (CEO) Talo Potom, Chief Secretary Ramesh Negi in an order issued on August last year directed all the stake holders of government quarters within the Capital region to obtain No Objection Certificate (NOC) from the CEO and the allotting authorities of their respective jurisdiction. This order was passed following the report submitted by CEO wherein details of how govt. quarter allottees in connivance with allotting authorities are encroaching govt. land were presented.
The order had the desired effect and encroachers have been forced to destroy the illegal structure to avail promotion and retirement benefits. But unfortunately the Confederation of Service Association of Arunachal Pradesh (CoSAAP) is demanding for withdrawal of this NOC system in promotion and retirement case.

The civil service association also expressed anguish over the service condition of APCS officers claiming it is demoralising and did not revamp with changing time. It also added it is a harsh reality that the state highest civil service job is failing to attract the young talents, claiming that its service condition is utterly discouraging. The association also demanded for implementation of the Bagra Committee Report in toto in consultation with the civil service officers association.
At Aalo: The Arunachal Pradesh Civil Services Officers Association, West Siang Unit observed one day pen down strike today as token protest against the criminal assault on Town Magistrate, Liyi Bagra by IRBN personnel. All administrative works came to a standstill as all APCS officers, wearing black badges did not work protesting against the unruly behaviour of the policemen. They have demanded immediate legal action and termination of services of the perpetrators of the unwanted incident.
The ugly incident has also been condemned by all Govt. servants and all sections of people of Aalo Township as the Town Magistrate was on a noble duty to contain all unwanted activities in the Aalo town during night time. Nothing can be uglier and insensible than to assault a magistrate on duty and grievously injuring fellow policemen on duty by the erring IRBN personnel, who too were requisitioned to maintain law and order, said a report.
Lummer Dai’s birth anniversary celebrated
ITANAGAR, Jun 1: Arunachal Pradesh Literary Society (APLS) today celebrated the 76th birth anniversary of Late Lummer Dai, the doyen of journalism in Arunachal Pradesh and also noted novelist, with various creative programmes including essay writing competition amongst school children.

Speaking on the occasion, APLS general secretary Tokong Pertin described Lummer Dai as one who emancipated women through his writing like Koniyar Mulya (Bride Price). His writing also reflects his love for animals like ‘Mon Aru Mon’. He also acted as bridge between Assam and Arunachal thus infusing communal harmony and love amongst the people of two states, Pertin added.
Batem Pertin, Director Research, while describing Dai as the pioneer and first generation writers of Arunachal Pradesh, emphasised on the need to translate his works into Hindi and English so that the young generations may come to know about his works.
President, Naharlagun Kristi Kendra, Rameswar Deka also spoke on the occasion. He stressed on the need to make Dai’s work more popular amongst the young generation of Arunachal Pradesh through translation work.
Stating that Dai’s literary contributions towards Arunachal and Assam cannot be forgotten, Deka said Dai acted as a cementing factor between the two states by his writings. He also spoke on Dai’s contributions as a pioneer journalist of the state.
Meanwhile, the essay competitions (in two categories) for school children were conducted at JN State Museum, Itanagar. The theme for junior group of students (class VI to VIII) was “Itanagar the capital of Arunachal Pradesh or My favourite writer and for senior group (class IX to XII), the topic was “Economic Potentialities of Arunachal Pradesh or Lummer Dai as a Pioneer Writer of Arunachal Pradesh.” Results of the essay writing contest will be declared in the next APLS meeting.

Toilets in every school under SVA
ITANAGAR, Jun 1: Secretary (Education) Marnya Ete instructed all district education authorities to take Swachh Vidyalaya Abhiyan on priority and ensure early construction of toilets under the mission in every school.
Attending an orientation workshop cum meeting to review construction of separate toilets for boys and girls in schools under SVA at SIRD conference hall here on Saturday, the Education Secretary cautioned all the DDSEs, JEs and civil work coordinators to perform with seriousness.
Strict monitoring and supervision of works should be carried out regularly involving respective Deputy Commissioners and other departments, Eta said. He urged the Deputy Commissioners and DDSEs not to make payment of bills unless the constructions are completed with proper water connection.
Informing that May 15, 2015 was set for completion of all the allotted toilets, SSA State Project Director Opak Gao suggested all the DDSEs to maintain separate account books and registers. He emphatically urged all the DDSEs to repair all the toilets which were constructed earlier but are in bad shape.
Nodal Officer cum SVA Programme Coordinator M. Kamki highlighted and urged all the district education administrators to follow the guidelines issued by the Ministry of Human Resource Development and SSA Rajya Mission for effective implementation of the programme.

Speaking on the occasion, Parliamentary Secretary, Food and Civil Supplies and Consumer Affairs, Markio Tado urged upon the officers to start their official work adding that maintenance fund would also be placed for various establishment. However, he stressed that the permanent structures for the offices should be constructed at Jamin only which is Govt. notified district headquarter of Kra Daadi. Informing that master plan of Jamin will complete soon, he asked all local Govt staffs of Palin to vacate their quarters to accommodate Govt. staffs who are posted from other districts. Under the NITI Aayog, all the comprehensive programmes should be combined with perspective plan, he further said.
Regarding accommodation of officers and staffs and management of offices, Deputy Commissioner Habung Donyi, who presided over the meeting, suggested that the present Palin CHC which is located in proximity to the DC office should be shifted to the 50 bedded Hospital, Palin thereby paving way for other offices to be established at the vacated CHC.
The DC further informed the house that the Biometric Enrollment for Aadhar Card for the new district is going to be launched soon. He requested all the public of the district to get enrolled their names. He further said no advance work should be carried out without sanction/work order from the competent authority. CM condole death of Nabam Tab and Mudang Laling
ITANAGAR, June 1: Chief Minister Nabam Tuki accompanied by State Legislative Assembly Speaker Nabam Rebia paid their last respects to Late Nabam Tab, an eminent social worker and a former member of Panchayati Raj Institution, who expired at the age of 95 on Saturday last at Ompuli near here yesterday.
Late Tab relentlessly worked towards promotion of agriculture and horticulture in Sagalee area. A prominent and respectable senior citizen of the area, Late Tab encouraged many to take agriculture and allied activities for livelihood and self sustenance. He was also an active social worker apart from serving as Panchayat leader for some time.
Paying rich tributes to the departed soul at Ompuli yesterday, CM condoled the sad demise of Late Tab and wished his soul to rest in peace. He extended solidarity to the bereaved family members.

Good move by PM
The hate campaign against minority communities by Sangh Parivar members is matter of great concern for the secular country like India. Ever since BJP government came to power at centre, the members of Parivar have been spitting venom at minority communities. Attacks on minority institutions have been reported from various parts of country. Adding to it, the beef ban controversy has further divided the nation.

has been intriguing. Opposition parties alleged that his silence is embolding the
fringe elements. However, Modi today broke his silence over the issue and has sent
out clear and unequivocal message about hate speech against minorities. In an interview
to a news agency, Modi termed hate speech against minorities as completely unfortunate
and uncalled for. Sending tough message to various elements of the Sangh Parivar
who have been making incendiary statements about minority communities, PM Modi added
that Indian Constitution guarantees religious freedom to every citizen and that is
not negotiable. This statement coming from tallest leader of BJP and nations PM will

Complete the road without further delay
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the concerned authority constructing c.c pavement at T.B Hospital Colony, Hapoli towards the hardship being faced by the residents due to delay in its completion.
Though the road is almost completed, no traffic is allowed yet as cross drainage structures are to be provided at two points. For this purpose, a huge excavation has been made in the middle of the road nearby the T.B hospital.
Consequently, the pedestrians are forced to cross the excavated portion through a very narrow path on its side. And it’s causing a lot of trouble for school going children as well as senior citizens. The possibility of them falling into the ditch by accident resulting in a mishap can’t be ruled out.
Moreover, carrying rations, LPG cylinder etc through this road has become difficult thereby adding to the woes of the public.
Ironically, it has been more than a week since the road was dug up to provide culverts. Yet, no construction has been started so far. Instead, it is becoming a breeding ground for mosquitoes with accumulated and stagnating water and causing nuisance in the locality.
Thus, it is my earnest request to the concerned authority to resume the construction work at the earliest and complete the road without further delay.

The funds of the CSS like NRHM,RMSA ,SSA,ATMA etc were directly diverted to the

Depending upon the circumstances the authority submits the UC(utilization certificates) along with the audited reports of Chartered accountants to the concern directorates, further the UC’s are submitted to the centre for next schemes instalment.
But, we know that “rules are made to be broken”. The present govt has altered the CSS funding system from 2013 onwards. Every funds of CSS of the state should be deposited to the finance department rather than giving it to concern departments. Accordingly, for funds release, the concurrences need to be produced by other departments to sanction the schemes. This process of schemes implementation hampers early submission of UCs.
